Partner – SAP Public Sector (Germany) Location: Germany (Berlin / Frankfurt / Munich / Düsseldorf or hybrid) Firm: Big 4 (Confidential) Role Overview We are seeking a seasoned Partner to lead and grow our SAP Public Sector practice in Germany. This role combines strategic leadership, business development, and delivery oversight, with a focus on advising federal, state, and municipal clients on large-scale SAP transformations (incl. S/4HANA, cloud adoption, and digital government platforms). The successful candidate will play a critical role in shaping digital transformation across the German public sector, while building a high-performing SAP consulting business within the firm.
Key Responsibilities 1. Practice Leadership
Lead and scale the SAP Public Sector offering across Germany
Define and execute the go-to-market strategy aligned with firm-wide priorities
Build and mentor a senior leadership team (Directors / Senior Managers)
Drive innovation in public sector solutions (e.g., FI/CO, Grants Management, PSCD, SuccessFactors for public HR, S/4HANA Public Cloud)
2. Business Development & Client Leadership
Originate and close multi-million-euro transformation programs
Develop C-level relationships across ministries, agencies, municipalities, and public institutions
Act as a trusted advisor on:
Digital government transformation
SAP S/4HANA migration strategies
Cloud and data modernisation
Own revenue targets and pipeline growth for the SAP public sector portfolio
3. Delivery Oversight
Provide executive sponsorship on large SAP programmes (€10M+ engagements)
Ensure delivery excellence, risk management, and client satisfaction
Guide complex programmes involving system integrators, hyperscalers, and consortium partners
4. Market & Thought Leadership
Represent the firm as a thought leader in SAP and public sector forums in Germany
Contribute to white papers, events, and industry discussions
Stay ahead of trends in:
SAP public sector roadmap in Germany and EU
GovTech, digital identity, and regulatory frameworks
Requirements Experience
15–20+ years in consulting, with extensive SAP leadership experience
Proven track record in the German public sector (Bund, Länder, Kommunen)
Experience leading large SAP transformation programmes, ideally S/4HANA
Demonstrated success in sales and revenue ownership (€10M+ annually)
Previous experience at a Big 4, Tier 1 consultancy, or major SI
SAP Expertise
Strong understanding of SAP solutions relevant to public sector:
SAP S/4HANA (Public Sector / PSCD / FI/CO)
SAP for Public Sector Germany (e.g., Haushaltsmanagement, Grants)
Cloud (RISE with SAP, hyperscaler environments)
Familiarity with German regulatory and budget frameworks is highly desirable
Leadership & Commercial Skills
Strong executive presence and stakeholder management
Ability to lead large, distributed teams
Entrepreneurial mindset with a growth-focused approach
Proven ability to build and scale consulting practices
Education & Language
Bachelor’s or Master’s degree (MBA preferred)
Fluent German and English (mandatory)
